From the Mountains to the Harbor-Chuck and Jeanne Fuller’s story didn't actually begin on the water—it started in the snow.

Welcome to Fuller Marine Services, Inc. Construction Services

Chuck, a Licensed Captain, leads our highly skilled, long-term crew in the field, tackling coastal infrastructure projects, while Jeanne oversees the complex daily operations from the office. From our dedicated marine construction fleet to our sister company, Harbor Bait, we are deeply committed to Maine's working waterfront.

The couple met while their families were skiing in Carrabassett Valley. That winter connection sparked a lifelong partnership, and they soon found themselves running a ski restaurant in the Winter months and Boothbay Harbor's iconic McSeagulls during the summer. Eventually, they decided to trade the seasonal back-and-forth for a full-time life on the coast, a decision that would shape the local marine industry for decades to come.


Building Fuller Marine Services  The true turning point came when Chuck took a YMCA diving class that sparked a passion for the underwater world. He began diving for scallops and then sea urchins, which officially launched the Fullers into commercial fishing and the marine industry. In 1998, they established Fuller Marine Services.

What began with a wood lobster boat, commercial fishing, and a booming mooring business (which they successfully grew and recently sold) has evolved into an industry leader. Today, Fuller Marine provides a comprehensive range of heavy commercial marine construction and transportation services. With specialized equipment and a second location dedicated to building floats and runways, there is no job too large for the crew. Chuck, a Licensed Coast Guard Captain, oversees day-to-day field operations, bringing decades of hands-on expertise to every coastal infrastructure project.


Harbor Bait & The Fishing Community The Fullers' commitment to the working waterfront doesn't stop at construction. In 2013, with the help of a local fisherman, Chuck and Jeanne established Harbor Bait  at the Boothbay Harbor Fish Pier.  As CEO, Jeanne oversees an operation that supplies local and out-of-town fishermen seven days a week.

Whether it's sourcing fresh local fish and frozen bait from as far as Norway and Iceland, navigating supply chain challenges, or listening to what lobstermen need, Jeanne is a fierce advocate for the industry and sits on the Atlantic States Marine Fisheries Commission Herring Advisory Panel. 


Family, Crew, and Community

While Chuck leads the crews on the water, Jeanne oversees the operations from the office, ensuring everything runs smoothly. But they will be the first to tell you that their success comes down to their people. The majority of their highly-skilled crew has been with the company for many years, drawn to a workplace that values hard work, community, and respect. Building the business has also been a true family effort; while both of the Fullers' adult children have pitched in over the years, their son Sam is deeply involved in the day-to-day operations. Also a licensed captain, and Maine Maritime graduate, he brings valuable experience and dedication following his time in college and serving in the military.

When the summer season is in full swing, Chuck and Jeanne enjoy the bustling activity on the docks, chatting with fishermen, and teaching curious tourists about the industry.

Outside of the office Chuck and Jeanne cherish spending time with their three grandchildren. Jeanne dedicates her downtime to her two granddaughters and her passion for horseback riding—hitting the trails with her Missouri Foxtrotter, Grace, and sharing the joy of riding with her grandchildren on their pony, Puddin. Chuck enjoys unwinding with a relaxing evening by the fire. When they manage to step away from the docks entirely, Chuck and Jeanne share a love for travel, always looking forward to their trips to Puerto Rico and  Australia to visit family.
